526 FDC Executive Committee members want disciplinary action be taken against Birigwa – Trusted News Uganda

526 Executive committee members of Opposition Forum for Democratic Change FDC party from 113 districts have petitioned the party president Patrick Amuriat Oboi to take disciplinary action against the party’s National Chairman Ambassador Wasswa Birigwa failure to withdraw notice given by him of the Extraordinary National Delegates Conference.

In his letter to the Party Chairman Amb. Wasswa Birigwa authored on 14th, September, 2023, the party president Patrick Amuriat Oboi indicated that he is in receipt of a petitions by executive committee members from 113 districts across the country represented to him in writing through resolutions of 526 leaders sitting on 12th, September, 2023at Najjanankumbi, Kampala directing him to restrain Birigwa from further mismanagement of party business.

Amuriat’s letter also indicate that the petitioners asked him to communicate a 48 hour ultimatum to Birigwa which ended on the 14th, September, 2023 afternoon for either Birigwa  to withdraw notice given by him of an Extraordinary delegates conference scheduled for 19th, September, 2023 in his Busaabala Nature’s Beach Resort or disciplinary action be taken against him.

“If you do not immediately show cause why I should not refer you to the committee on discipline, I will painfully proceed to invoke article 28(3) (b)(iii) of the constitution on discipline and appoint an acting Chairman pending the decision of the relevant organ of the party” reads Amuriat’s letter to Birigwa in parts.

Among other accusation labeled against Birigwa as presented to Amuriat, He is accused of having on several occasions meeting with groups hostile towards the party without knowledge of the party National Executive, undermining the authority and resolution of the National Council sitting on 28th, July, 2023, acting beyond his powers of unilaterally suspending elections approved by the 15th National Council sitting 21st-22nd November, 2022 without recourse to approving authority.

Birigwa is also accused of directly involving himself in raising of funds without the knowledge of the party treasurer general in contravention with Article 28 (6) (a) of the party constitution which is not only suspicious but criminal, usurping powers given to the secretary general under article 28(4)(i)(iv)(vi) by directly communicating to Uganda police (IGP) on party matters, causing unnecessary confusion amongst members of the party and as a result creating dissenting centres of power transcending the structures of the party resulting in disharmony in the party and thereby failing in his responsibilities as outlined in article 28(i)(b)(iii) of the party constitution.

Other accusations labeled against Birigwa include shunning calls from the working committee of the National Executive committee (NEC) to meet with his office for the purpose of restoring order to the party. And failing to convene a National Delegates Conference without reasonable excuse as commanded by Article 23(4) of the party constitution, in the last five years.
